International Standards for Phytosanitary Measures No. 15 is an international environmental standard for treating wood packaging materials. It was set up to help prevent the spread of pests and diseases. Under these rules, all wood packaging materials such as pallets, crates, and boxes must be debarked, heat treated, or fumigated to eliminate insects or diseases that could be harmful to ecosystems.
